PTA Unveils New Telecom Tariff Regulations for 2024

The Pakistan Telecommunication Authority (PTA) has announced new regulations governing tariffs for cellular mobile services, set to take effect in 2024. These rules aim to balance pricing flexibility with consumer protection and prevent cross-subsidization within the telecom sector.

Key points of the “Tariff for Cellular Mobile Telecommunication Services Regulations, 2024” include:

  1. Scope: All Cellular Mobile Licensees must follow these regulations for retail tariffs.
  2. Pricing Principles:
    • Ensure fair pricing while protecting consumers
    • Set tariffs to provide reasonable returns on investment
    • Avoid subsidizing other telecom services
  3. Approval Procedures:
    • Non-SMP Licensees: Can set tariffs independently with 7-day notice
    • SMP Licensees: Must submit detailed proposals 15 days before launch
  4. Directory Services: No charges for operator assistance or inquiries without PTA approval
  5. Tariff Proposals: Must include cost data, calculations, and profit margins
  6. Interconnection Charges: Regulated for SMP licensees based on LRIC or benchmarking
  7. Consumer Protection:
    • Transparent roaming charges
    • No auto-renewal of subscriptions without consent
    • Clear unsubscribe options for recurring services

PTA officials state these regulations will foster competition while safeguarding consumer interests in Pakistan’s mobile telecom market.

The new framework requires licensees to provide detailed cost justifications for their tariffs, particularly for bundled services. This move aims to prevent predatory pricing and ensure fair market practices.

Industry experts note that the distinct treatment of Significant Market Power (SMP) and non-SMP licensees reflects the PTA’s effort to maintain a level playing field while allowing for market-driven pricing where appropriate.

Consumer rights advocates have welcomed the emphasis on transparency, especially regarding roaming charges and subscription renewals. However, some industry analysts question whether the regulations might stifle innovation in service offerings.

As the telecom sector prepares for these changes, the PTA has stated it will closely monitor implementation and may adjust the regulations as needed to ensure they meet their intended goals.
